The Health, Safety and Work
environment of all employees and contractors personnel employed by
ARDC is a major concern of the Management. The Management is also
concerned with the prevention of property damage, fire and security
damage. The Company is firmly committed to taking effective action
on this concern with full regard to Law of the Land and safety of
the employees and the surroundings and the Company Safety Policy. |

The most important point is
that unsafe actions and unsafe mechanical or physical condition are
the immediate cause of accident and need practicable determination
and elimination and the supervision and management can control the
action of employed persons and so prevent unsafe acts and so also
guard or remove unsafe conditions even though previous events or
circumstance in the sequence are unfavorable. Thus, in accident
prevention, the bull’s eye of the target is the middle of the
sequence, unsafe actions of persons and unsafe conditions. |

Though in majority of the
accidents, the direct cause is usually attributed by investigation
to unsafe actions of persons, it should be emphasized that the most
effective method of prevention of accident is by adopting
engineering measures to remove the unsafe mechanical or physical
conditions involved in the situation. |

Knowing the man and his
environment on account of the limitations of the man in respect of
his anatomical, physiological, psychological and perceptual
characteristics, skill and abilities, the reduction in unsafe
mechanical or physical condition can well be appreciated. More the
process or an environment is kept free from unsafe mechanical of
physical conditions, the lesser would be the chance for person to
run into accident. |

Therefore, the part that “engineering
revision” (removal of unsafe mechanical or physical condition or
amending unsafe processes or system of work) can play in accidents
prevention cannot be over emphasized. Efforts to prevent accidents
by methods giving emphasis on control of unsafe action alone would
not give encouraging results unless they backed up with “engineering
revision” to the extent practicable. |
